Flash Flooding : Alternative Measures?

With the ongoing threat of flooding nationwide, and flash flooding in the Klang Valley, the question of the success of major flood mitigation projects has been raised once again. Today we discuss the issue of the Smart Tunnel, and whether there are alternatives in the form of smart town planning instead, incorporating other measures to prevent flash floods in the city.
