Should Government Buildings Have Dress Codes?

There have been several incidents over the last two months of women being turned away, or being denied services in government buildings, because of what they were wearing. So first, we look at whether dress codes are legally enforceable. And then later on - why is the Rukun Negara being dragged into this?
